The Technical Support Facility
The Emergency Liquidity Fund’s technical assistance arm, the Technical Support Facility (TSF), helps ELF’s pre-qualified, Latin American MFIs improve their level of emergency preparedness and create disaster recovery plans to address crises caused by exogenous events. The TSF’s program includes a diagnostic assessment of the institution, which reviews the institution’s level of preparation to withstand exogenous events, such as natural disasters or man-made crises. The diagnostic assessment includes an analysis of vulnerabilities and threats, both at the institutional level and in terms of the geographical concentration of clients. Based on this analysis, the TSF works with the MFI to prepare a short and long-term plan to address and mitigate institutional and geographical vulnerabilities. Finally, the TSF provides partner MFIs with a disaster recovery plan and associated tools for the institution to use in the days immediately following a disaster to better secure the institution’s employees, clients, and physical assets.
A separate technical assistance branch, The Caribbean Technical Support Facility (CTSF), was created later to address the more nuanced emergency preparedness needs of the Caribbean.
