Haitian Emergency Liquidity Program

The Haitian Emergency Liquidity Program (HELP) was conceived as a response to the devastating earthquake which decimated Haiti on January 12th, 2010, to help the crippled Haitian microfinance industry mitigate the dire situation, and provide fresh funds for affected microentrepreneurs. HELP will achieve this by purchasing a portion of the earthquake-affected portfolio from qualifying MFIs (and holding it for a fixed amount of time), removing the bad assets from the balance sheet and providing an infusion of cash to support additional loans. HELP is operated by the Emergency Liquidity Facility (ELF) and will leverage ELF’s experience in disaster response to quickly and efficiently address the crisis.
